Letter from Mr. Haze of 13/7730.
With reference to my telegram No. 60
of today's date, I have the honour to transmit herewith
for Your Excellency's very confidential information a
copy of a letter addressed to me by Mr. Mse covering
a copy (in translation) of a despatch received by him
from the Department of Customs Affairs of the National
Government on the subject of the proposed Hongkong
Customs Agreement and the necessity of taking prevent-
ive measures to protect the Chinese Customs revenues in
connection with alleged muggling from Hongkong.

As stated in my telegram, I need hardly
assure Your Excellen ay that I by no means countenanje
this method of negotiation by indirect pressure, but
in fage of it, it seems more than ever desirable that
some arrangement should be come to as soon as possiŭle.
I should be glad to leam what the present prospects
may be and whether there is anything I own do to assist
in promoting a settlement.
